Designing training concepts that are easy to comprehend is a talent which only so many people have. Either you have the programmers who write the documentation in a very technical language not accessible to the general crowd, or you have your documentation staff which writes too far off from the real usability issues involved.
Conducting trainings upon poor documentation also leads to no success and the staff relies on what they think they understood, which in most cases leads to disaster because business processes will be developed which are unnecessary and costly.
